Why doesn't my chiller work?

Please kindly help us confirm the following information:
1.Could you please kindly advise us the current temperature of water and the temp you set? Because the set temperature must be 5° lower than the actual water temperature for the chiller to work
2.Does the pump work well?Does the pump circulate water?
3.What the current temp of your room ? What the capacity of water you use the chiller for?
